Engineering Division

The Division's objectives are to provide a high level of safety in the various Public Works areas in the most efficient and economical way. The major focus of the Division is safety: safety to the citizens, the public and affected employees. Projects done by the Division are done primarily to provide safe and healthy conditions throughout the City, and to maintain safe conditions at the highest level. The main functions of the Division are as follows:


Preparation of plans and specifications.

Right-of-way appraisals and acquisitions.

Oversee the bidding process for Capital Outlay projects.

Administration, inspection and construction of Capital Improvement Projects.

During construction, engineering staff inspects the work.

Capital Improvement Projects (C.I.P.'s) consist of preliminary study, design and inspection. The projects are funded by Gas Tax, Prop C, Transit Revenue Sharing, CRA, State and Federal funds. Types of projects include, but are not limited to:

 

Street Construction.
 

Traffic Signals.
 

Storm Drains.
 

Water and Sewer Systems.
 

Parks.
 

Operate and maintain the traffic signals.
 

Traffic Signal Maintenance Program, which pays for the energy costs of operating traffic signs and safety lights. Monitoring and maintenance of these devices (currently - signals and flashers in the City). CalTrans and the County maintain these signals.
 

Monitor and maintain traffic operation (speed survey, investigations, volume count).
 

Monitor and maintain traffic review (review traffic report , traffic control plans).
 

Administration of Non-Capital Improvement Projects, parcel maps, subdivisions and grading permits.
 

Agreement projects (dedications, waivers, covenants, lot line adjustment, encroachment license)
 

Review and approve the plans for public works improvement by private developers.
 

Inspections (driveway, sidewalk, sewer, storm drain, water line).
 

Check and review lot splits and tract maps.
 

Maintain and monitor the Storm Water Management Program (NPDES).
 

Maintain and operate the Citywide-recycling program (AB-939).
 

Maintain and operate Waste Management Program (residential refuse contracts and business/commercial refuse haulers.
 

Maintain direct contact with the officials from the Los Angeles County Department of Public Works, Caltrans, County of Los Angeles Sanitation District and public utility companies.
 

Monitor mining sites and mining activities throughout cities.

Building and Safety (Administration)

This Division is now responsible for the Administration and enforcement of City, State and Federal Building and Safety Codes. It provides standards to safeguard life, limb, health, property and public welfare, by regulating and controlling the construction, quality of materials, use and occupancy, location and maintenance of all buildings within our jurisdiction. These responsibilities include:


All new construction, additions and remodeling.

Occupancy use.

Plan review of building plans for new buildings, additions and remodeling.

Plan review of all major H.V.A.C., electrical, plumbing and structural systems.

Building inspections of framing, electrical, plumbing and mechanical systems.

Building inspections for all life safety issues, including unsafe buildings and structures.

Issuance of building, electrical, plumbing and mechanical system permits.

Inspection of Capital Improvement Projects.

Inspection for new/renewal business licenses.

Respond to emergencies such as buildings damaged by fire, auto or natural disasters.

Plan reviews and reports for County of Los Angeles Sanitation Department.

Reports for the County of Los Angeles Assessors Department.

Review projects for A.D.A. compliance.

Review projects for T-24 (Energy) compliance.

C.I.P management.

Assistance for applicants with plan check submittals.

Coordination of plan check routing with other departments & agencies.

Coordination of approvals for plan review with other departments and agencies.

Answering code and regulatory questions.

Processing and issuing building, electrical, mechanical, sewer, plumbing, fire sprinkler and demolition permits.

Retrieval of file records for permits.

City Yard

Programs:

Holiday Decorations
Beginning in December of 2002 the Public Works Department will be responsible for the installation of the Christmas Decorations on Irwindale Ave., Arrow Hwy., the median in front of City Hall, and the grounds in front of City Hall.


Services:

Please contact the City Yard if it needs to be: Designed, Built, Purchased, Picked Up, Hauled, Delivered, Installed, Modified, Remodeled, Upgraded, Cleaned, Painted, Planted, Relocated, Destroyed, Removed, or Stored.

Building Permits

A Building Permit is required for:

Any alteration, construction, connection, improvement, repair, movement, conversion or demolition to any new or existing building or structure.

Installation of advertisement or display sign.

Any Storage rack over 8 feet tall.

Any chain link fence over 12 feet in height or any other fence over 6 feet in height.

An Electrical Permit is required for installation of new electrical service or for repair, addition, or alteration to any existing service.

A Plumbing Permit is required for installation of new plumbing service or for addition or alteration to any existing service.
