Department Functions FAQ Forms and Applications 2008 General Plan Update The City of Irwindale is dedicated to assure that all construction in the City complies with adopted codes, and that permitting and licensing systems are efficient and serve the needs of the public, as well as the City. We place priority on providing you with a high level of efficiency and service. We attempt, whenever possible, to help you solve your building and safety related problems. Your feedback on our service is welcome, as it is a means to help us identify problem areas and improve our service. The Planning Department is an integral part of the City's Development team and is committed to help shape the future of Irwindale. Through a combination of both short and long range planning programs, the department helps direct and shape land use development. Through such planning efforts, the department assists in facilitating and encouraging land uses that are compatible, sustainable and beneficial to the community. The Planning Department is responsible for a variety of services ranging from updating the City's General Plan to issuing sign permits and temporary use permits. The Department serves as the liaison to the City's Planning Commission. The Planning staff is responsible for reviewing plans for physical development projects (development review), including new construction, landscaping and remodeling. The Planning Department is located in the southwest wing of City Hall. The Planning counter is one of the first places you'll want to come if you have plans to build or remodel, open a business in the City, or need answers to questions related to development in Irwindale. Development Review
You can find the zoning of your property by calling the Planning Department at (626) 430-2208, or by visiting the Planning Department front counter at 5050 North Irwindale Avenue, City Hall south wing. What do I need to do to construct a building addition? As a site plan and design review policy is currently in effect for new building construction and expansions for all commercial and industrial developments, you will need to discuss your building project proposal with a planner. The planner will help instruct you on the design review process. What do I need to do if I want to get a business started in Irwindale? You first need to verify whether your business is permitted in the zone you are planning to establish your business. A planner can assist you in verifying whether your business can operate "by right" or whether a conditional use permit will be required. Do I need a permit to display a sign or banner on my business? Yes. The location, size, height, and number of signs are regulated by the City's Municipal Code. Visit the Planning Department for an application for a sign. Who do I notify if I notice a possible land use, environmental, or business violation occurring? You will want to notify the Code Enforcement Officer of the possible violation. The Code Enforcement Officer will take further action if warranted to ensure that the problem is corrected. What is a conditional use permit? A Conditional Use Permit (CUP) is a special permit that is reviewed by the City's Planning Commission for certain types of businesses. The City's Municipal Code contains a listing of businesses that require CUPs. The Planning Commission bases its decision (to approve or deny a CUP) on the specific characteristics of the property in question relative to the proposed business. For example: is the property large enough to accommodate the business; does the property have enough parking, and adequate vehicle circulation. Are there potential environmental issues related to the business. The City recognizes that certain uses, due to their nature, intensity, or size, require special review to determine if the proposed use is compatible with the surrounding area. Generally, a CUP is required for certain types of businesses and development with potential to have adverse effects on surrounding properties, such as, traffic and noise impacts. A CUP is also required for certain development, or uses, such as for a restaurant, or obtaining a license to sell alcohol. How is a Conditional Use Permit Approved? A request for a CUP is reviewed by the Irwindale Planning Commission at a public hearing. The Commission, appointed by the City Council is made up of five Irwindale residents. The Planning Commission will consider the request and make a decision for approval or denial. By law the Planning Commission must make certain findings in reviewing a request for a CUP or it cannot be approved . The findings are as follows:
In order for the Planning Commission to consider a request for a CUP the following items must be submitted to the Planning Department:
By law Staff has up to 30 days to review the application and deem it complete. From the date an application is deemed complete it usually takes eight weeks until the Planning Commission holds its public hearing. The Commission meets once a month on the first Thursday of each month. The additional time is required to mail out notices to surrounding property owners, place a notice in the local newspaper, comply with time lines determined by State law regarding environmental review, and for City staff to thoroughly review and generate a report fo the project. The Planning Commission Public Hearing. The Planning Commission will consider approval of the Conditional Use Permit with "conditions of approval". These are special requirements that will be imposed on your project, usually in response to some issue or problem, to which you must agree. You will be provided a copy of these conditions, along with the Staff report and Staff recommendation prior to the public hearing. At the hearing you may address the Commission and state your case why approval should be granted. At this time you may also discuss any of the "conditions of approval" proposed by staff. The Planning Commission will also hear testimony from any other interested or affected party. Following considerations of the testimony at the hearing, the Planning Commission may by resolution approve, conditionally approve or deny the request.
